Noelle was found chained up living in a dirt yard. She had recently had puppies that were living in the corner of the yard and trying to crawl under the house and the shed for warmth.
Poor Noelle was so skinny and malnourished that she could barely care for the puppies on her own. As soon as SSR saw the situation, we absolutely knew that we must save them.
